PROBLEMS OF AGRICULTURAL DEVELOPMENT IN NIGERIA AND POSSIBLE SOLUTIONS
- Land tenure: We have two main systems of land ownership in Nigeria, they are:
- Communal land tenure: Here, the land is owned by a community – family, village or clan.
- Individual land tenure: This is the system of land ownership whereby the land is owned by the individual. It could be a either a freehold ownership or rent tenancy. In freehold ownership, the individual has the sole right to do what he likes with the land; while in tenancy, the tenant owns the land for an agreed period of time.
Our system of land tenure does not allow the owner to plan a reasonable programme of farming or make use of certain innovative ideas, like the use of tractors, since the land is excessively fragmented.
Solution: This problem can be solved if small units of fragmented land are brought together and used as a joint unit by the farmers concerned. The government’s Land Use Decree of 1978 has tried to solve this problem by vesting all land in the hand of the government.
